The Tallinn City Government has officially barred local performer Artemi Ivanov from staging any concerts in the capital, citing the political nature of the material he covers. Ivanov, a popular figure in Tallinn’s club scene, has been known for his renditions of songs by Russian rapper Matvei Melnikov, better known as MOT, who is a vocal supporter of Russia’s pro‑regime policies.

Why the ban?
Deputy Mayor Tiit Terik explained that the decision was driven by the broader context of Russia’s ongoing war of aggression against Ukraine. “Melnikov’s song lyrics contain messages that are not appropriate in the context of the war,” Terik told Postimees. “The district governments where Melnikov’s concerts were due to take place – for example, in Pirita at 6 p.m. today (Friday) – asked for our position. After looking into the matter, we decided to deny the application for a public event permit.”
Terik added that preliminary information suggests Ivanov has been banned from entering Latvia as well. “At the beginning of 2024, he performed in St. Petersburg, and the performance appeared to contain messages supporting the Russian regime,” he said, emphasizing that musicians who express support for Russia’s invasion of Ukraine must not be given a platform in Estonia.

The ban will prevent Ivanov from performing at upcoming dates in the Haabersti district and any future gigs he may have scheduled in Tallinn. While the decision has been framed as a measure to uphold Estonia’s cultural policy in wartime, it has sparked debate among local artists, venue owners, and fans about the balance between artistic freedom and political responsibility.
Musical venues that previously hosted Ivanov have now received the city’s formal decision from the Municipal Police Department, effectively cancelling the scheduled performances.
